Preschool Financial Assistance
Universal Preschool (UPK) Colorado
Universal Preschool (UPK) Colorado allows families to choose the right setting for their student, whether it is in a licensed community-based, school-based, or home-based preschool setting. UPK is a result of Colorado voters passing Proposition EE in 2020.
Every student in Colorado who is four years old by October 1 is eligible for half-day funding (10-15 hours per week). There is a cost for the second half of the day in full-day classrooms. Some students are eligible for full-day funding (30 hours per week) through UPK, and others are eligible for tuition assistance through Child Care Assistance Program (CCAP) or Jumpstart.
In addition to funding for four-year-old students, half-day funding is also available for three-year-old students with an IEP, and a limited number of students with UPK risk factors.
Applying for UPK Funding
To access UPK funding, families will need to apply through the UPK website when it opens in Spring 2024.

Child Care Assistance Program (CCAP)
Jeffco partners with the Child Care Assistance Program (CCAP) to offer tuition assistance to qualifying families. CCAP provides financial assistance to eligible low-income families who need childcare benefits for their children from birth to age 12. If eligible, a portion of the total childcare cost will be paid directly to the provider and families pay the remaining portion. Eligibility is based on family size and income.
Jumpstart
Jumpstart is a funding source that is only available for families who live in Jefferson County and are not eligible for CCAP. It will cover three months of childcare in a graduated manner: 100% for the first month, 75% for the second month, then 50% for the third month.
